Les organismes de santé évoluent dans des environnements complexes et en constante évolution, où la viabilité à long terme dépend d’une orientation stratégique coordonnée entre les services, les professions et les systèmes. Les efforts déployés à l’échelle nationale et au sein des organisations reconnaissent de plus en plus que des systèmes de santé résilients, à faibles émissions de carbone et équitables nécessitent une planification qui va au-delà des initiatives individuelles pour englober la gouvernance, le développement de la main-d’œuvre, le suivi et le financement. La planification stratégique fournit la structure nécessaire pour harmoniser ces éléments tout en répondant aux risques liés au climat, aux pressions sur la chaîne d’approvisionnement et à l’évolution des besoins en matière de santé de la population.
Les approches efficaces s’appuient sur des outils à l’échelle du système, tels que l’analyse de l’environnement, les évaluations organisationnelles et les stratégies intégrées de développement durable qui définissent des priorités, des objectifs et des échéanciers clairs. La mise sur pied d’équipes multidisciplinaires chargées du développement durable, l’engagement de la haute direction et l’intégration du développement durable au sein des structures existantes – notamment celles liées à l’amélioration de la qualité, aux opérations, à l’approvisionnement et aux finances – permettent une mise en œuvre coordonnée. Le renforcement des capacités internes par l’éducation, la formation et le partage des connaissances favorise l’engagement du personnel et renforce la responsabilité partagée face au changement. Les cadres de mesure et les systèmes de rapport permettent en outre de suivre les progrès, garantissant ainsi que les résultats environnementaux, cliniques et opérationnels soient visibles et exploitables.
Le changement stratégique est renforcé par des conditions favorables telles que l’engagement de la direction, la mobilisation du personnel, l’amélioration itérative et les partenariats intersectoriels. Les ressources de CASCADES aident les organisations à mettre ces principes en pratique en leur fournissant des outils, des cadres et des conseils pour concevoir, mettre en œuvre et évaluer des stratégies de développement durable. Ensemble, ces soutiens aident les systèmes de santé à passer de l’intention à l’action pour mettre en place des soins résilients, de haute qualité et durables.
