Santé Québec’s 2026–2028 Sustainable Development Action Plan

Santé Québec’s 2026–2028 Sustainable Development Action Plan (PADD) marks a significant milestone in the institutionalization of sustainable development within Quebec’s health and social services network, as the first official plan adopted since Santé Québec was established, and in a context where health systems are increasingly called upon to reduce their environmental impact while strengthening their resilience to climate change.

The plan is part of the Government of Québec’s 2023–2028 Sustainable Development Strategy and meets the new obligations set forth in the Sustainable Development Act, which Santé Québec, as a state-owned enterprise, must adhere to.

The plan is based on four pillars: clinical relevance and sustainable health, decarbonization, resource optimization, and organizational governance. Each pillar is divided into 11 actions and supports one or several United Nations Sustainable Development Goals.

Santé Québec’s 2026–2028 PADD represents a significant step forward for the health sector in Canada. It provides a structured, measurable, and institutionalized framework for integrating sustainable development into a complex and highly centralized health system.
